Learn what information you will need to provide when submitting your permit application.

Whether the project is a homeowner converting a garage or a developer constructing a high rise, we review projects for safety. Many residential and commercial projects require a building plan review for compliance with applicable Federal, State, and City codes, laws, and ordinances before permits can be issued.  Please collect all necessary documentation prior to starting a new application, failure to do so may result in a delay in processing your application.

Land Development

  • Pre Application Conference
  • Development Plan
    ! Development Plan approval is required for all new construction except new single family residences. Development Plan approval requires all the elements of both the Site Plan and Engineering Plan listed below. Development Plan approval is required before a Site Development Permit can be issued and before a building permit can be issued.

  • Floodplain Development Permit
    ! A Floodplain Development Permit is required for any construction or modifications of a site which has any portion mapped within the FEMA Flood Hazard Zone based on the most current FIRM Maps.
  • Site Development Permit
    ! A Development/Site/Engineering Plan Approval is required prior to the issuance of a Site Development Permit. The completed Site Development permit application and a contractor’s or engineer’s certified cost estimate of site development costs shall be submitted for review and approval. In addition, a pre-construction conference is required and will be scheduled by this office no earlier than 72 hours after receipt of the Site Development permit application and cost estimate. The Site Development permit and approved plans will be released at the pre-construction meeting upon receipt of the permit fee. Building Department Permits may not be released prior to the issuance of the Site Development Permit
  • Utility Only Development Review
    ! For properties outside of the City Limits that will be utilizing City Utilities. Plan requirements are the same as the Engineering Plan above. If you have questions contact the City Utilities Engineer at 407.688.5101

  • Minor Conditional Use
    ! Minor Conditional uses are those uses which are generally compatible with the other land uses permitted in a land use district, but which require individual review of their location, design and configuration and the imposition of conditions in order to ensure the appropriateness of the use at a particular location. Minor conditional uses are approved, approved with conditions or denied by the Administrative Authority after a review and a recommendation by the Development Review Team (DRT) at a public meeting.   • Major Conditional Use
    ! Major conditional uses are uses which would not be generally compatible with, or appropriate in, the zoning district in which it is located and which could impair the integrity and character of the specific area in which it is located or adjoining areas unless restrictions or conditions on location, size, extent, character and time of performance are imposed in addition to those specifically imposed by the City’s land development regulations. Major conditional uses are approved, approved with conditions or denied by the Planning and Zoning Commission at a public hearing.   • Conditional Use for Infill

  • De Minimus Variance
    ! The Administrative Authority shall have the ability to grant a de minimus variance of fifteen percent (15%) or less of any standard or term in any article listed in Article V, Section 5.01, Variances.
